Inspection Requests

A NEW way to better serve you for inspection requests has been created in the form of an email address. Please send ALL inspection requests to: Inspectionrequests@nhcgov.com

Requesting inspections can still also be done by:

Submittal Deposit

As for the Building Safety Department –

  • There is a submittal deposit (of $75 for residential, $100 for commercial) that will be required at time of submitting an application. This non-refundable deposit will be credited to the applicant’s permit fee when the applicant picks up the permit within 180 days after being notified that the permit is ready for pick up. For now, the submittal deposit (i.e. $75 or $100) does not apply to Electrical, Plumbing, Mechanical appliance/equipment change-outs.
  • Regarding work done without permits – there is a double-fee assessed for commercial projects.

Customers can make payments via phone 910-798-7308 (using the prompt # 1 then #2) or in person.

The Department is currently working on some modifications that will assist customers having difficulties with making payments via the GovNow website. Once the modifications are complete, the Building Safety Department website will have links that reflect the modifications made.

Fast Track Residential Building Permits

The Department of Building Safety has a goal to issue a Fast Track Residential Building Permit for new construction in 4 (four) to 7 (seven) working days after an applicant submits a permit application. The Department collaborated and partnered with the Wilmington-Cape Fear Home Builders Association (WCFHBA), and also received strong support from the County Manager to implement the new Fast Track program on Monday, April 3, 2017. The Department is implementing this new process to help new construction residential building customers, and to expedite the new construction residential permit process for the customers who first obtain the required approvals from the review agencies specified by the County. This means that the permit application will be submitted after the approvals have been granted by those review agencies.

All applications that do not have the prior approvals from CFPUA, City of Wilmington Zoning, County Environmental Health, must be submitted under the “Regular Residential Building Application Package”.

To fast track a Residential Building Permit for new construction, all the appropriate documented approvals from CFPUA, City of Wilmington, and County Environmental Health must be secured before applying for a Residential Building Permit. The approvals must then be attached to a Fast Track Residential Building Permit Application Packet that has been completed. Also, the North Carolina Lien Agent document must accompany the application. See the NC Lien page at http://www.liensnc.com. All forms must be filled before applying for the residential permit.

Also; homeowners who want to act as their own contractor for work on their primary residence, and then live in that residence for at least 12 months, must submit a “Homeowner Exemption Affidavit” which is available among the Building Safety forms on the webpage that is accessed via the Permit Process & Forms tab. Similarly, homeowners who also want to act as their own contractor for electrical or mechanical or plumbing work, must also submit a “Owner’s Trade Permit Affidavit”; this form is also available among the Building Safety forms on the webpage that is accessed via the Permit Process & Forms tab. The homeowners described above, must completely fill all the required forms prior to applying for the permit.

Additionally; every unlicensed or licensed contractor must submit a “Worker’s Compensation Coverage Affidavit” which is also known as “Affidavit of Worker’s Compensation Coverage” as inferred from the North Carolina General Statute 87-14 (G.S. § 87-14). The form is also available among the Building Safety forms on the webpage that is accessed via the Permit Process & Forms tab. The form must be completed prior to applying for the permit.

To begin the 4 to 7 working days Fast Track process, the completed Fast Track Residential Building Application Packet along with all required forms and documents must be submitted in person prior to 4:30 pm on any business day at the Development Services Center, or submitted electronically to Eplans@nhcgov.com. All submittals received after 4:30 pm will be logged to begin reviews starting on the next business day.

Regular Residential Permit Application Packet

By completing and submitting the Residential Building Application Packet (NON-Fast Track Building Application Packet) this acknowledges appropriate approvals have not been obtained thus resulting in New Hanover County not guaranteeing permit issuance within 4 to 7 working days.

 

*Disclaimer – The Fast Track Residential Building Application Packet and all the required forms and documents must be completed, and all drawings must comply with all applicable codes, in order to guarantee a 4 (four) to 7 (seven) working day turnaround time for permit issuance. Failure to complete the Residential Permit Application Form and its “Statement of Understanding Form”; or failure to comply with all codes and ordinances will cause delays in the permit issuance turnaround time, and then the County cannot guarantee that the residential building permit will be issued within 4 (four) to 7 (seven) working days.
